SUBJECT: PNCLL Re-Structuring Proposal

Attached is my proposal for consideration by the league. Please ask the PNCLL Secretary, Ben Braden, to distribute it to all twelve teams ASAP.

I respectfully ask that the PNCLL put this proposal on the agenda for action at the upcoming league meeting in Portland.

I will be available until then to answer questions, do more research, and amend this proposal to reflect the wishes of the membership.

Charlie Philips, USILA NCO

Mission Statement: Restructuring the PNCLL accomplishes four specific goals:

1. Achieves a more balanced, competitive schedule for all current and future PNCLL member teams.

2. Allows the stronger programs (i.e. those with coaching, funding and talent) to continue to raise their level of play through fewer games with over—matched opponents and more with other strong USILA Associate programs.

3. Allows the weaker programs (i.e. those without coaching, funding or talent) to continue to participate as members in good standing of the PNCLL and USILA, and to have more fun playing lacrosse as they strive to upgrade their programs.

4. Raises the profile of the PNCLL through: (A) Increased competition with teams outside of District XI (scheduling games with Cal, Sonoma St, BYU, Illinois, Virginia Tech, Texas, etc.) and (B) Creation of a real PNCLL Tournament designed to maximize exposure of the league to highschool players.

Format: The following is for the 1999 season only. The league should adjust this format each season according to recent fortunes of its members.

Must have adult, non-player serve as coach during games.

Relaxed "fashion rules, teams should attempt to comply anyway.

Only games within Division II count towards post—season.

Teams on probation ineligible for playoffs.

Schedule Considerations:

Div. I games on Friday nights, Saturday & Sunday afternoons in Feb-March.

Div. I games also on Wednesday & Friday late afternoons in April.

The following six teams should host games on the same weekend in pairs and travel in pairs whenever possible: L&C & UO, SFU & WWU, Whitman and WSU.

Div II games on Thursday nights, Saturday & Sunday afternoons in Feb-March.

Div II games also on Tuesday & Thursday late afternoon in April.

Neutral—field games always encouraged (doubleheaders) -- Creates a ‘tourney feel to the games and helps the District Assignor provide stronger ref crews.

Hold the scheduling meeting as early (Sept—Oct) as possible.

No games scheduled on Easter Sunday unless absolutely necessary.

Single-game trips to WSU or Whitman only if absolutely necessary.

Payment of Officials:

Div. I -- 3-Man Crews @ $75 game fee/man (up $15 over ‘98) Travel @ .20/mile round trip, 1st 50 miles free (deducted).

Div. II -- Opt ion of 3—Man Crews @ $65 (up $5) or 2—Man Crews @ $85 (up $5) Travel @ .20/mile round trip, 1st 50 miles free

Note: The District Assignor will seek to keep Div. II travel to a minimum.

Travel compensation to Ref s from other districts begins at the boundary of

District XI. Example: S.F. Bay Area ref gets round-trip mileage from Oregon-California border to game site(s). This policy is consistent nationwide.

For refs who travel to do more than one game, they bill ONCE for mileage plus $50 per diem for additional days.

EXAMPLE: Ref drives to Pullman for a Saturday—Sunday doubleheader. Ref bills the league $100 for mileage (550 — 50 = 500; 500 x .20 = $100) and $50 per diem. This equals $150 total ref travel compensation.

ALL PNCLL teams could share the total cost of ref travel, which is more equitable than the existing system. Proposal:

D I teams billed $300 per game for a 3-Man Crew, with $225 going to game fees and $75 applied to travel fund.

D II teams billed $250 per game for a 3-Man Crew, with $195 going to game fees and $55 applied to travel fund.

-or-

D II teams billed $200 per game for a 2-Man Crew, with $170 going to game fees and $30 applied to travel fund.

If this formula fails to produce enough funds to cover actual travel compensation as reflected on refs’ Game Logs, additional invoices will be compiled by the PNCLL Treasurer and submitted to schools with highest actual travel costs (WSU, Whitman, UO, etc.).

NOTE: Travel compensation to Officials is NOT ‘pay’ -- It is designed to off-set the actual cost to officials of working PNCLL games.

Refs should be able to bill the league for legitimate parking costs, with original receipts attached, where applicable.

Playoffs to cost $375 per game for 4—Man Crews with $300 to game fees and $75 applied to travel fund. The cost of playoffs should be shared equally by ALL teams in the form of league dues.

The 1999 Format above calls for six playoff games (three D I, two D II, one All— Stars) —— at a total budget of $2,250, or $170/team.

PNCLL Tournament: To be held the weekend before the 1999 USILA tourney.

FORMAT Friday 2:00pm Division II Semi—Final
Friday 5:00pm Division I Semi—Final
Friday 8:00pm Division I Semi—Final
Saturday 1:00pm Division II Final
Saturday 4:00pm Division I Final
Saturday 7:00pm PNCLL North vs. South ALL Stars

A Tournament Committee consisting of the PNCLL Officers, the USILA Advisor and the USILA District Assignor will convene to select and secure an appropriate venue, handle promotions and ticket sales, and solicit sponsors. The Tournament Committee will elect a Tournament Commissioner to lead its activities.

Site must have controlled seating for a minimum of 1,000 people with adequate parking, security, concessions, public address system, press and locker facilities.

Site chosen must be in Seattle/Tacoma, Portland or Vancouver metropolitan areas

where high-school and/or youth lacrosse leagues are flourishing. The Tournament

Committee will seek the active assistance and support of local youth players

(serve as ball retrievers and tournament volunteers, for instance).

Promotions to include printed programs, exhibitor booths, advertising and media coverage. A high-school all-star game could also be played on Saturday.

Every PNCLL member required to sell Tourney tickets.

Proceeds to go to PNCLL Tournament fund first (for facility rental, All Star jerseys, housing, and other costs of conducting the tourney). Any profit realized after the bills are paid to be spent as the PNCLL sees fit.

Suggestions if PNCLL Tournament nets a profit:

$$ to the PNCLL Champions to offset travel costs to USILA Tourney.

$$ gifts to local youth lacrosse programs.

$$ to PNCLL General Fund.

$$ gifts to struggling D II programs.
