WASHINGTON HIGH SCHOOL BOYS LACROSSE
ASSOCIATION
Minutes of February 24, 2003 Board Meeting
052: The Board
meeting of the Washington High School Boys Lacrosse
Association was held on Monday, February 24, 2003,
at 7:30 P.M. at the offices of Steve Corley,
Bellevue, Washington. Present were Dave, Low, Steve
Corley, Brandon Fortier, Chris Long, Tony Olney,
Vern Smith and Gail Shelton. Rob Hawley was present
via tele-conference.
053: Notebooks for each of the Board members were
distributed. These notebooks will be passed along
to new members are they join the Board.
054: Dave began a discussion regarding which
rules to follow: NCAA or NFHS. The officials are
concerned about certification. The differences
between NCAA and NFHS rules were discussed.
055: The Board agreed that the League would adopt
the NFHS rules but will waive the following rules:
(a)
field specifications
(b)
specifications regarding goals
(c)
uniforms
(d)
the mercy rule
Tony Olney will talk
with Erik Smith regarding the above and report back
to the Board.
056: It was agreed
that it is very important for a league policy manual
to be authored this summer and ready for
distribution for the 2004 season.
057: MOTION In and
attempt to establish contest guidelines and for
statistical purposes regarding numbers of games in a
season, all teams will report to Gail all regulation
games their team has played in calendar year 2003
including scrimmages, tournaments and league games,
and any other non intra-quad games. PASSED
058: Dave will send an email to all teams
regarding playing or practicing seven days a week.
Playing seven days a week is not in the best
interest of the players. No league contests will be
scheduled on Sundays.
059: It was agreed that a Board member who is
involved with a specific eligibility issue would not
participate in the final vote.
060: The Austin petition was reviewed and
discussed. Kyle is a 9th grader who is
home-schooled and lives in Gold Bar. He played with
Eastside MS last year and wants to continue.
Because Kyle is new to the high school league and is
geographically closer to the Snohomish team, it was
decided that he should play for Snohomish.
061: The Smith petition was reviewed and
discussed. Augie is freshman attending Bush School
who lives in Issaquah. His brother, Peter, (a
junior at Bush) began playing for Mercer Island
because there was no team in Issaquah. Augie would
like to play for Mercer Island. As a freshman, the
Board feels Augie should play within his geographic
boundary to help new teams develop and to continue
building the sport. It was decided that Augie
should play at Issaquah.
062: The Sund petition was reviewed and
discussed. Patrick lives on Queen Anne and would
attend Garfield HS. He currently attends University
Prep and has been practicing and playing with the
Hale team. If you draw a line between Queen Anne,
Hale and Garfield, it makes a triangle, so it was
determined it made more sense for Patrick to travel
from University Prep to Hale than from University
Prep to Garfield.
If he transfers from University Prep, he will have
to repetition and will not be grand-fathered at Hale
even after playing this season.
063: Rob Hawley will follow up with the Vashon
Lacrosse Club regarding their remaining eligibility
issues.
064: There was concern expressed that there are
still players out there who are playing on the wrong
team according to the adopted eligibility guidelines
and the coaches have not addressed the issue with
the Board.
065: MOTION If an
ineligible player on a team suits up for a game,
that team will forfeit the game. PASSED
066: There has been little or no communication
from the officials regarding the final plans for the
2003 jamborees. Tony will contact Erik Smith and
ask him to email all the coaches with jamboree
assignments. It was stressed that this information
needs to be disseminated immediately so teams can
make travel plans.
067: The 2003 budget was reviewed and some
adjustments were made. The Board is in the process
of reviewing non-profit status. As a first step,
Gail passed out a draft of the Articles of
Incorporation for the Board to review.
068: It was suggested that Brandon broadcast his
weekly write-ups to local papers. The Board is
asking all coaches to send email addresses for their
local papers to Brandon. If a reporter can be found
on the peninsula, it would give more coverage to the
league.
069: Dave explained
the position of the Championship Committee regarding
the contract signed by the Washington Lacrosse
Council (Council). Because the Council does not
have tax-exempt status, a tax would have to be
charged on the tickets sold for the games. The
Championship Committee has asked the Washington
Lacrosse Foundation (Foundation), a non-profit
entity, to re-sign the contract with First and Goal
and relieve the Council and the WHSBLA Board of
financial liability. The Championship Committee
will replay the $5,000 the WHSBLA loaned the
Committee plus $3,700 based on profits from the 2002
championship games. The Committee will repay all
other loans and obligations at which time the
remaining proceeds of the games will be deposited
with the Foundation to be divided equally between
the mens and womens programs. Chris Long
expressed concern about how the proceeds would be
spent and suggested the Board be involved in the
budgeting process on the mens side of the
Foundation budget.
070: No location has been found for the June 21
meeting yet. It was decided that it should be
casual BBQs, potluck etc. The Board will continue
to search for a suitable local location.
071: The coaches meeting to determine all-state
teams will be held May 5, Monday at 7 PM at TOPS
school.
072: Dave ran through the list of committees.
The Board did not get the participation it had hoped
for from the coaches; therefore, it was decided that
a committee could exist even if it contained less
than three members and that the committees would
continue with their assignments.
073: The meeting adjourned at 9 P.M.
