002: 2003
SEASON Dave Low explained that the season
is condensed because of the late start date (March
3) of spring sports and the opportunity to play the
championship games at Seahawks Stadium on May 17.
003: The Board will continue to abide by the
ten (10)-practice days rule before any organized
games (including jamborees or exhibition games) take
place. This includes pre-season scrimmages.
Inter-squad scrimmages are okay as are conditioning
practices without sticks, helmets or gloves. The
minutes of November 1994 set the Jamboree schedule
to fall two weeks after the beginning of the
season. This allows for the ten-days practice
rule. The League has historically followed this
schedule.
004: By the second Monday of practice (March
10, 2003) a complete roster of each team is to be
sent by email to Gail listing the players name,
year, home address and school attending for the
Association to have on file. All teams will fill out
the Sportability website completely and will add the
players year and school attended under Notes.
005: It is strongly recommended that players
names, addresses, phone numbers and email addresses
not be given to anyone out of the League because it
is private and privileged information. Sportability
and Walax.com do not give out this information
006: It is recommended that all coaches and
players become members of US Lacrosse for purposes
of insurance protection. Most tournaments and camps
are US Lacrosse sanctioned and players will have to
be members to participate.
007: SPORTSMANSHIP Vern Smith
discussed the memo sent out by the Board regarding
Sportsmanship He reminded all coaches that they
set the standards of expectations for players and
fans. Part of the job of a coach is to teach young
men how to act as young men. Coaches are expected
to set an example to be followed. Trash talking is
not an acceptable part of sports and the Board is
determined not to let it continue. If coaches do
not let it happen at practice from the very
beginning, it will not happen on the playing field.
Even if an official does not take action, a coach
must pull the player off the field for unacceptable
behavior. It is up to coaches to control the game
on and off the field.
008: RULES NCAA rules will be
followed with some exceptions. Following are
exceptions and general rules for the season:

12 minute quarters;

10-second rule will apply to all
divisions;

Flexibility on field size; however,
box area and goal area must be lined and meet
uniform specifications as set forth in NCAA rules.
Adjustments due to field size must be made on other
areas of the playing field. If your field doesnt
meet standards, you are obligated to inform the
opposing coach before the game begins;

Field markers (cones) must be used;

Fields must be properly lined. If
there is an issue with lines fading in the rain, it
should be discussed with the opposing coach before
the game begins. Tony will mention this to Erik
Smith.

Goals do not have to be flat bar and
in the ground;

An attempt should be made to
coordinate uniform colors as closely as possible;
jerseys must be uniform;

No sponsorship patches are acceptable
on any part of the uniform. This policy will be
reviewed by a subcommittee;
009: PLAYER ELIGIBILITY
Brandon Fortier reviewed the Washington State
Boys High School Lacrosse Standards for
Player Eligibility that were adopted by the
Board. These standards go into effect immediately
for the 2003 season for incoming freshmen and
players new to the League. See attached Addendum I
for Standards.
010: These standards are subject to an appeal
petition by individual players to the Board.
Petitions must be sent to Gail by February 14,
2003. The Board will review the petitions and make
their decisions by February 21, 2003. Coaches and
players will be notified immediately. If an
ineligible player is on the field, the offending
team will forfeit the game.
011: Please draft immediately a list
detailing which schools your players are attending
and send to Gail. The Board will be using WIAA
school district boundaries to assist them in
settling disputes.
012: SCHEDULE Matt Cone
reported that January 19 was the cut-off date for
initial schedule changes. The schedule is in a
lock-down state until February 25 while officials
are being assigned. After that date and changes
must (1) mutual agreement with other coach (2)
contact Smitty (3) change will be made on walax and
an attempt will be made to get officials. The
sooner you notify Smitty of changes the better
chance you have of securing officials.
013: JAMBOREE This year the
jamboree was turned over to the officials. Three to
four regionally jamborees are being organized and
will cost each team $75-$100 to participate. This
is fund raising event for the officials to help
their efforts to find, train and certify
officials. Because this is their first attempt at
organizing this event, the process is slower than in
the past.
014: The Association has given the officials
two weeks to finish this effort. If a team wants to
go ahead and organize themselves, please contact
Smitty.
015: CHAMPIONSHIP GAMES Mike
Bural, facilitator for the Championship Committee,
reported that they are starting the ticket pre-sale
program on March 3 and it will end April 27. There
will be incentives and that program will also end on
April 27. Tickets will continue to be sold thru
Ticketmaster. Each team is asked to designate a
parent administrator to organize the ticket sales
for their team. Coaches are not to be involved with
ticket sales. Patsy Pattison is the general ticket
sales coordinator. The goal is for each player to
sell 2 adult tickets. Prices are $12/Adults and
$6/Students 5 and under are free. The Cascade
Division Cup will begin at 1:35 pm, Division II
Championship at 4:40 pm and the Division I
Championship at 7:45 pm. Clinics will be held
during the afternoon break. There will be
television coverage leading up to May 17 and the day
of the event.
016: WASHINGTON CHAPTER OF US LACROSSE
Matt Cone reported on the Washington Chapter of US
Lacrosse. Grants allowed a large group of coaches to
go back to the National US Lacrosse Convention and
it was a great success. He encouraged the
Association to budget in the future to help coaches
return to the convention.
017: The mens club groups of PNLA are
holding a clinic day on March 1 at various fields in
the area. It is a 2-hour free clinic for youth and
new players. There will be stations with drills and
players can sign up on walax.com. This is an
attempt to get the club players involved with the
youth players.
018: It will soon be possible to check on US
Lacrosse memberships on line. Players can register
online for their membership and get their number
immediately and even print out their membership
cards. Each individual has to register himself it
cannot be done in a large group.
019: A Video Library has been organized by
the Washington Chapter of US Lacrosse. Tony Olney
is in charge of the library and will be shipping out
videos upon request. For more information, see
walax.com.
020: Washington Chapter gave quite a few
equipment grants to new teams this year and will
continue to do that in the future.
021: LAXFEST is scheduled for June 7. Vinca
Swanson (women) and Fred Wilmot (men) are organizing
the event this year. Four fields (side by side) at
Marymoor have been reserved and teams from Oregon,
Idaho and Canada have expressed interest.
022: CASCADE DIVISION It was
agreed that the varsity B teams will formally be
called the Cascade Division.
023: FIELD ADDRESS Tony Olney
asked all coaches to make sure the field address is
kept at the scorers table in the event and aid car
must be summoned.
024: JUNE GENERAL MEMBERSHIP MEETING
The June 21 General Membership Meeting (required)
will not be held at Lake Chelan this year because of
the inability to secure the venue. The Board hopes
to find a venue in the Greater Seattle area to hold
the meetings and then a BBQ to follow. If anyone
has suggestions about possible sites, please contact
Gail.
025: ALL STATE SELECTIONS The
meeting to select All-State and all Division teams
will be held Monday, May 5 at 7pm at TOPS/Seward
School. All coaches should plan to attend to
support their players.
026: SUBCOMMITTEES Vern Smith
described the various sub-committees setup by the
Board. They are as follows:
New Teams
Eligibility Coaching Qualifications
Discipline
Rules Field-Equipment-Uniforms
Play-offs
Scheduling All-State Selections
Coaches and Assistant Coaches are
encouraged to sign up for any committees that they
find interesting. Gail will also post the list by
email to the coaches.
027: WIAA It was explained
that the League has historically used WIAA rules as
a model and a source of rules. Three teams in the
League are mandated by school officials to follow
WIAA rules. Affiliation with WIAA brings some
problems with it: (1) turn over complete control to
WIAA (2) funding will be through schools and they do
not have the budget to add new sports (3) Title IX
(4) WIAA teams cant play non-WIAA teams.
028: There being no further business, the
meeting was adjourned at 10:50 a.m.
ADDENDUM I
Washington State Boys High School Lacrosse
Standards for Player Eligibility
1) A player must be enrolled in school halftime
or more; this includes approved running start
programs.
2) A player must be of appropriate age
requirements.
i) Must be in at least 9th grade; 8th
graders may practice with, but not participate in
games
ii) Must not be 20 yrs of age by March 1st
of current sports year
3) A player must play for the team affiliated
with the school in which he attends in order of the
following guidelines:
i) A player attending public school is
eligible to play for the team determined to be the
closest public school affiliated program within
established school district boundaries. All players
attending any given public school shall all be
eligible and play for the same program.
School District ABCD, includes public schools A, B,
C, D. School B is the only school in the district
with an affiliated team. Students attending schools
A, B, C and D will all play for team B.
School District EFG, includes public schools E, F,
G. No school-affiliated team exists in district EFG.
District ABCD is determined to be the closest
district with a team. Students attending E, F, and
G will play for team B in district ABCD.
ii) If two or more
programs exist within a district, it shall be
determined which public schools will feed which
programs based on school boundary lines.
School District LMNO includes public schools L, M,
N, O. Schools M and N have established programs.
It is determined school L is in closer proximity to
school M and school O is in closer proximity to
school N.
Thus, students attending school L will play for team
M. Students attending school O will play for team
N.
iii) A player attending a private school without
an affiliated program will play for the public
school program in which they would be eligible for
if they attended their eligible public school.
Thus, it is possible that two players attending the
same private school may in fact play at different
public school affiliated programs.
Player attends school X. School X is a private
school without an affiliated program. Based on
players residence, they would attend public school
L. Students attending school L, play for team M.
Player is eligible to play or team M.
iv) A private school
affiliated team may only accept players that attend
said affiliated private school. (Ex: Lakeside,
Overlake, Panthers (Prep)
v) As new programs
arise, eligibilities will change. Players entering
their senior seasons will be allowed to stay with
their current team. All others will be moved within
guidelines above.
Players Freshman, Sophomore and Junior attend
school L and thus are thus eligible to play for team
M. All three play the 2002 season with team M.
School L establishes a program eligible for play in
the 2003 season. Freshman and Sophomore must now
play for team L. Junior has the option to play for
team L or stay with team M, as he will be a senior
for the 2003 season.
