NFHS or NCAA? Mike Bural (presenting for Erik Smith who was unable to attend) proposed the League adopt the National Federation of High School Association Lacrosse Rules instead of the NCAA rules. Twenty other states are currently being governed by NFHS rules. The officials are recommending and endorsing adoption of the NFHS rules because they are more conducive to high school and youth players. Discussion followed with concern expressed about officials needing to know NFHS rules and NCAA rules for college. The mercy rule was discussed and in the end the proposal was voted on with the following result:
MOTION PASSED: The League adopt the NCAA rules with the exception that the quarter time will continue to be 12 minutes and the League will waive the provision that helmets and gloves be of uniform color. The League will require jerseys and shorts to be of uniform color. Passed unanimously.
SCOREKEEPING/TIMEKEEPING Mike Bural proposed offering 1 training session in February with possible follow-up sessions in March and April for any team that would like their timekeepers and scorekeepers to learn the rudimentary rules, officials signals, and decorum necessary to be an effective part of the field staff. Teams can send as many people as they want to the clinics. It was suggested that the sessions be videotaped for future use. It was agreed that an initial clinic will be organized for February. More clinic details will follow.
The purpose is obvious the League is striving to recruit and train effective coaches and officials. This is one more area where the League can raise the bar and put knowledgeable and capable scorekeepers and timekeepers on the field. It will also be necessary to have impartial, capable people on the field for the championships and it is better to train them now rather than just before May 17.
WASHINGTON LACROSSE CHAMPIONSHIPS This committee was formed at the end of last season to search for a possible new venue for the state championship games. Key contacts were made at First and Goal for the Seahawks Stadium. A concerted effort has been made to work out the details such as requirements, management of the field, including girls, college, boys and youth lacrosse. There is good representation on the committee of 6 people. The work to be done is being assigned to each of the six and they manage the work. People from the entire Northwest lacrosse community are being drawn in the make this a great event.
The committee needs the help of the League at this time and will from time to time before the May 17 date. (1) Sponsor Identification Rather than one super sponsor, the committee is looking for a lot of small sponsors and what exposure the committee can give them prior to and on game day. (2) Ticket Sales The committee will look to the League for ideas on how to fill the seats, attract people and make it an experience for everyone involved in Northwest lacrosse. There will be advance ticket sales to each team and ask teams to sell tickets. A reward system will be put in place for high-ticket sellers but that has not been determined yet. $10 adults, $5 students, under 5 free for the whole day. One side of the stadium will be used, concession stands will be open and clinics will be conducted in the concession area. Security will be tight no access to the field. First and Goal wants this to be a great experience for the community and for lacrosse players and their families.
BY-LAWS Vern Smith presented a quick synopsis of the proposed By-laws. The committee was charged with creating By-laws that created an organizational structure so policy-makers (Board of Directors) could be elected. They were not to make specific policy decisions. After a brief discussion, Bob Baumstark made a motion to adopt the By-laws as written.
MOTION PASSED Adopt the By-laws as written. Passed unanimously.
ELECTION OF BOARD OF DIRECTORS
Scott Droppelman made a motion that a Friendly Amendment be approved that would allow the election of the Board of Directors now instead of waiting until the June meeting. This is a one and only exception to the By-laws to get an initial Board in place. There will be elections in June as spelled out in the By-laws.
MOTION PASSED Adopt a Friendly Amendment allowing for the election of a Board of Directors in January instead of waiting until June. Passed unanimously.
Henry Valentine made a motion that the each program has only one vote for the At-Large position.
MOTION PASSED Each program, regardless of the number of teams in that program shall have only one vote for the At-Large position(s). Passed unanimously.
Nominations can be e-mailed to Gail ([email protected]) between now and January 1, the end of the nominating period. Gail will distribute a ballot (please include a short - 125 words or less summary of your nominees qualifications for review by voters) via email and the final vote must be completed by January 8, 2003.
The rules for voting are as follows: JV teams do not vote. Division Representative - Each team in each Division shall vote in that Division only (i.e. Bellevue will have one vote in Div. 1 and one vote in the Cascade Division) Regional Representative - Each team in each Division shall have one vote from that geographic region: West side Bainbridge, Port Angeles, Curtis, Kitsap, Klahowya, Mt. Rainier, North Kitsap, Vashon, Seattle area - Lakeside, Nathan Hale, Panthers, Franklin, Garfield, Roughriders East side Bellevue, Maple Valley, Mercer Island, Eastside, Issaquah, Overlake, Snohomish, Mukilteo At-Large Representative Each program shall have one vote only for this position.
CPR TRAINING Tony Olney is organizing CPR/first aid training for coaches who do not have training. If you have a card and have had the training, you dont need to attend the classes. Classes are about 4 hours long and the first will be held mid-week near the end of January and one will be held on a weekend the end of February. US Lacrosse/Washington Chapter is paying for the classes so they are free to coaches. If you cant attend one of these two classes, the US Red Cross website can tell you where you can get a class for free in the Seattle area.
KUDOS We would like to take this opportunity to thank the By-Laws Committee (Vern Smith, Tony Olney, Chris Long, Jack Visco and Ian OHearn) for their thoroughness in preparing the new By-Laws in such a timely manner. This was a difficult job that was done very well.
Also, we would like to thank Mike Bural and the Washington Lacrosse Championship Committee for their hard work and the hours they have spent and will spend to bring a great day of lacrosse to Seattle.
