WASHINGTON
HIGH SCHOOL BOYS LACROSSE ASSOCIATION
Minutes of January 15, 2004 Board Meeting
189: The Board meeting of the Washington High School Boys Lacrosse
Association was held on Thursday, January 15, 2004 at 7:00 P.M. at the
offices of Steve Corley, Bellevue, Washington. Present were Dave Low, Steve
Corley, Brandon Fortier, Chris Long, Tony Olney, Vern Smith and Gail
Shelton. Absent was Rob Hawley. Present for the Washington Chapter of US
Lacrosse was Kris Snider and present for the Mercer Island Lacrosse team was
Ian OHearn.
190: Due to unforeseen circumstances in 2004, the Board will alter the
League structure to eliminate the Cascade Division for one year. However, it
is important that the players who would have filled the Cascade Division
have meaningful games. For the 2004 season, only 3 programs were able to
field Cascade teams Bainbridge Island, Maple Valley and Curtis. The
Cascade players from Bainbridge Island, Maple Valley and Curtis will be
folded into the Division I schedule as JV players. After discussion two
votes were taken.
191: MOTION For the 2004 season, the League will have a 3-tier system
 Varsity
JV Anybody can play, including seniors Frosh/Soph. players exclusively
The JV and Frosh/Sophomore teams will have no restrictions on player
movement up to Varsity and back down to JV teams.
Votes for 5; votes against 0; abstention 1
192: MOTION There will be a play-off in the JV team bracket to give meaning
to JV games.
Votes for 2; votes against 0; abstentions 4
193: Chris Long and Brandon will work together to redesign the JV schedule
folding in the Cascade players. Brandon will poll the teams to determine if
they have older JV players or younger JV players and will then pass that
information on to Chris Long to create a JV league and a Frosh/Soph League.
194: The Symingtons are considering moving Susan to Seattle so Noah can
play. Mr. Symington informed Dave that a precedent had been set with WIAA
that allowed one parent to move into the area. However, it is apparent that
the move would be strictly for the purpose of Noah playing lacrosse, so it
would be against the WHSBLA rules.
195: Ian OHearn, Coach at Mercer Island requested that the Board allow Noah
to play with the Mercer Island Varsity team in games that are
non-divisional, non-conference, and non-league games. According to the
WHSBLA Rules and Regulations, it is not a violation and Noah can play.
196: The petition by Spencer Lacitis as discussed. Spencer is a 9th grader
at Ingraham HS. According to the boundary rules, Spencer should play at
Nathan Hale; however, Mr. Lacitis would like him to play at Roosevelt.
197: MOTION Based on the Boundary Rules adopted by the Board, the Lacitis
petition allowing Spencer to play at Roosevelt is denied. Votes for 5; votes
against 0; Because the petition involved Chris Longs Nathan Hale program,
he abstained from voting.
198: Kris Snider, US Lacrosse/Secondary School Area Chairman reported on a
document received 1/14/04 from US Lacrosse Mens Division Coaches Council
regarding the selection of All American and Academic All American players.
At issue is the allotment of All-Americans for Washington State. One
All-American is awarded for every 5 varsity programs. Kris is asking that we
encourage coaches to move toward their schools adopting lacrosse as a club
sport or varsity sport. He also asked the Board to think about the most
equitable way to select our All-Americans.
Dave told him that the Board is at a crossroads where we must decide how to
model the League to take advantage of the rapid growth of lacrosse and
lacrosse programs in Washington.
199: Tony reported that he had received no response from Erik Smith
regarding a proposal to restructure officials fees. It was decided that the
WHSBLA would pay $45 per official for the 2004 season.
200: There are 3 jamborees currently being planned Bainbridge Island,
Tacoma and Bothell.
201: Gail Shelton presented the Fiscal Year Report to the Board and also
presented a proposed 2004 budget. The Board members will review and discuss
the proposed budget by email.
202: The Board agreed that because of the success of the 2003 season and
finals, the League dues for 2004 will be lowered to $3/player (including JV
players) and there will be no cap on the number of players counted for dues
purposes.
203: Tacoma and Curtis have agreed on their respective boundaries and they
will be incorporated into the Boundary Rules as adopted by WHSBLA.
204: The Board reviewed the petition by Steve Sardelli. Steve lives in the
Bellevue School District and attended Bellevue HS Last year but now attends
B.E.S.T. School in the Lake Washington School District. It is believed that
B.E.S.T. is an alternative school that may take kids from outside the
district, but Steve Corley and Brandon are going to look into it and let the
Board know. If it were a private or open enrollment school, Mr. Sardelli
would be allowed to play for Bellevue.
205: Dave and Fred Wilmot have continued to work on the Walax.com/ Boys High
School League separation issue. Fred has asked the Board to authorize
$500/year for the next 5 years to manage the WHSBLA website. The Board
believes this will give further separation to Walax and WHSBLA. The Board
requested that Dave negotiate a year-to-year contract. Dave will continue
discussions with Fred and get the details ironed out soon.
206: The WHSBLA Team Handbook of Policies and Rules was again reviewed for
final revisions and approval. Steve Corley will make the revisions and send
a final copy to the Board members for one last review before it is
published.
207: The meeting was adjourned at 9:55 PM.

WASHINGTON HIGH SCHOOL BOYS LACROSSE ASSOCIATION
January 19, 2004
The Board met Thursday, January 15, and one of the important topics was
league structure for the upcoming season.
Because of the way things have developed, only three teams were interested
in participating in the Cascade Division this season.
It was decided that the best scenario for the 2004 season is the following:
There will be 2 JV leagues within Division I - JV A and JV B.
JV A will consist of the three teams which had expressed an interest in
fielding a Cascade team (Bainbridge, Curtis and Maple Valley). Other teams
can then choose if they would like to participate in JV A or JV B. There is
no limit on number of teams fielded in either JV league. We hope that there
will be at least 6 total teams in the JV A category and there may be more.
Our estimation is that this will consist of a few older players and the play
will be at a higher level than the JV B league, which will be for younger,
inexperienced players.
The idea behind this is to insure that the larger programs have a place all
of their kids to play while at the same time insuring that younger kids who
might not be ready to compete with older kids do not have to.
The only limit to player movement and eligibility is that the JV B league
should consist of 9th and 10th graders exclusively.
For scheduling purposes, we need to determine which teams are interested in
which JV league. Please respond to this email and let us know in which JV
league you will field a team.
We hope that this is a solution that works for the majority of players. It
is the goal to have all JV games officiated and treated as seriously as
varsity games in hopes that these games provide a solid learning experience
for the younger players.
If you have any questions let us know.
Thanks,
Dave Low
