WASHINGTON HIGH SCHOOL BOYS LACROSSE
ASSOCIATION
Minutes of September 9, 2003 Board Meeting
144: The Board meeting
of the Washington High School Boys Lacrosse
Association was held on Tuesday, September 9, 2003
at 6:40 P.M. at the offices of Steve Corley,
Bellevue, Washington. Present were Dave Low, Steve
Corley, Brandon Fortier, Chris Long, Tony Olney,
Vern Smith and Gail Shelton. Present by
teleconference was Rob Hawley. Present for the
Washington Chapter of US Lacrosse was Mark Larson
and by teleconference Kris Snider.
145: Mark Larson
reported that the Washington Chapter was again
exploring sponsoring the state finals at Seahawk
Stadium. The girls high school, girls youth, boys
youth programs and First and Goal have committed to
being involved and the question at hand is whether
the WHSBLA wants to participate in 2004. The high
school boys games are key to the success of the day
and Mark and Kris wanted to answer any questions the
Board had about the process for 2004. Because 2003
was the first year for the event at the Stadium,
there were mistakes made and every effort is being
made to rectify those mistakes and make the process
smoother for everyone. The overall structure of the
committee overseeing the event has changed and there
will be a wider advisory board with representatives
from each interest group involved.
Q.
Will there be the same number of games?
A.
There will be hs boys, hs girls, youth boys
and girls games. The mens and college programs are
not prime constituents so that will be discussed.
Q.
How will the events be organized?
A.
That has not been determined. They will be
attempting to find a schedule that will maximize
spectator interest. Perhaps a survey of those who
attended in 2003 will be taken.
Q.
What date has been chosen?
A.
May 22, 2004 the Saturday before the
Memorial Day weekend.
Q.
How many tickets were sold and how many
attended? How many tickets were sold for the
college all-star game?
A.
4,000 tickets were sold and 3,500 attended.
There was no breakdown regarding which group
generated how much revenue. The college group did
not generate much revenue, however the boys hs and
boys youth leagues sold a majority of the tickets.
New methods for ticket sales will be investigated.
Q.
How was the revenue divided?
A.
The proceeds went to the Washington Chapter
of US Lacrosse. None of the proceeds was sent back
to the national headquarters in Baltimore. The
proceeds were divided equally between the Mens
Council and the Womens Council of the Chapter with
a small percentage going to the Unified Budget for
operating expenses. Each Council then decided how
they wanted their portion to be spent coaches
clinics, referees clinics, equipment grants, etc.
146: It was noted that
the WHSBLA received nothing monetarily although
there was a direct correlation between attendance
and the boys hs games. Some Board members felt it
was an added burden on the teams to sell tickets.
Other Board members felt it was not a burden and was
handled easily by parent volunteers. The potential
for sponsorship is greater than it was last year
the Chapter is starting earlier and already has
commitments from last years sponsors. Mark and
Kris asked the WHSBLA Board to discuss the hs boys
involvement and get back to them before their
Executive Board meeting on September 23, 2003.
Mark and Kris were
thanked for their presentation and excused from the
meeting. The Board then began discussion regarding
the 2004 championship games.
147: Several issues
were discussed (1) adding an all-star game that
would include representation from each team; (2)
monetary compensation in exchange for the boys
participation (3) involvement in format for ticket
sales. Gail will send out a report detailing the
league dues collected over a 3-year period and
ferry/travel fees paid to officials as well as
league expenses over that same 3-year period.
148: An in-depth
discussion regarding the varsity/jv/Cascade
structure resulted in questions regarding scheduling
jv games. Can the facilities available to the
league in 2004 handle the additional games? Can the
officials corps handle the additional games?
149: MOTION
The WHBLA league structure will be as follows:
Varsity grades 9-12; Cascade grades 9-12; Junior
Varsity grades 9-10 with JV competing for a
championship. FAILED
150: MOTION
The WHSBLA league structure dictates that each
team will field a varsity team and, if number of
players warrants, a junior varsity team. Junior
varsity teams will consist of 9th and 10th
grade players. Juniors may play in a junior varsity
game with the approval of the opposing coach.
The Cascade Division is
structured for larger programs that wish to field
teams beyond varsity and junior varsity. The
Cascade Division will play for a championship.
Junior varsity teams
must be linked to either the varsity team OR the
Cascade team, but not both. This decision must be
submitted by email to the WHSBLA secretary one week
before the beginning of the regular season.
PASSED
151: Dave will contact
Ian and the Symingtons with team contact
information. It is their responsibility to contact
the teams regarding the 1/3 vote to put the issue
before the General Membership. Tony Olney will
explain the Boards decision to the General
Membership on October 4.
152: The International
School in Kirkland has incoming freshmen that would
like to play for Eastlake. The International School
is considered a private school and therefore comes
under the guidelines for a private school. If the
player would normally attend Eastlake, then he can
play for Eastlake. If he would attend Lake
Washington, then he must play for Lake Washington.
153: Regarding the
player who will attend Newport, but lives in the
Eastlake area, because he will be attending a public
school in the Bellevue School District, he must play
for Bellevue H.S.
154: Rickey Story
attends Stadium HS and played for Curtis his junior
year. With Tacoma starting a new HS team he wants
to know if he can finish with Curtis. The Boards
decision is he can complete his senior year at
Curtis.
155: The Curtis LC is
centered in University Place and the Board feels
strongly that the new Tacoma LC needs to pick a
school to center their program. Dave will talk with
Todd Thorpe, coach at the Tacoma LC.
156: Boundary issues
with the Edmonds/Everett area will be decided by the
current school boundaries. It is the desire of the
Board to have every team center their program at a
school in their district and every effort will be
made to accomplish this as new programs are
developed.
157: Regarding the
exhibition games the Canadian team is trying to
organize in October, the Boards position is that
the coaches can be involved in organizing and
scheduling the event, but CANNOT coach during the
event.
158: The Directors and
Officers Insurance carried by the WHSBLA Board also
covers affiliate teams, clubs and leagues. Teams
interested in D & O insurance should contact
Bollinger Insurance Company for information.
159: The October 4,
2003 General Membership meeting will be held at
McDonald School, 144 N.E. 54th Street,
Seattle at 10:00 AM. There will be a Board meeting
at 9:15 AM.
160: Tony Olney will
replace Chris Long as one of two representatives
from WHSBLA to the Washington Chapter Board.
Brandon Fortier will continue to be the second
representative.
161: Items for future
meetings: WHSBLA Handbook, walax.com, scheduling.
162: The meeting
adjourned at 8:50 PM.
